Plumbing Standards
PLUMBING MINOR LABEL PROGRAM:
Effective July 1, 1997, the City of Albany
offers a minor installation label program which complies with ORS
455.190.
Minor installation labels may not be transferred from one contractor to another. Labels must be attached on or near the plumbing installation when work is started.
A contractor may use a minor installation label to perform plumbing work as described in OAR 918-780-140, -150, and 918-100-020(3).
Plumbing contractors having a certificate of registration under ORS 447.030 and a Construction Contractors Board registration and use plumbers having a certificate of competency under ORS Chapter 693 are eligible to participate in the minor plumbing label program.
The minor plumbing installation labels are sold by staff to qualified plumbing contractors in blocks of 10. The cost of each label will be equal to the minimum base fee charged for a plumbing permit (Attachment 2). The plumbing fees are listed on the fee table handout which is available at 333 Broadalbin Street SW, second floor, at the building counter.
In conjunction with the sale of each block of labels, records are maintained by the City of Albany. The records note the date of the sale, the number of labels sold, the contractor who purchased the labels, and the consecutive identification numbers on the labels. Inspections will be performed on a random basis as required by OAR 918-100-60.
Contractors must deliver a copy of each sheet of labels to the jurisdiction with ten (10) days of the date on which the final label is utilized or within twelve (12) months from the date of issuance, whichever is earlier. The information requested on the label must be complete or the label will be considered invalid.
