• All new Apartments/Manufactured Housing should be dispersed throughout all of Albany including East, West and North Albany.
• Currently South Albany is predominantly Apartments, Oremet, Hopton Technololgy, Inc., Sherriff's Office, Jail, Police Department, and Youth Correction Facility.

Calapooia Middle School, 11/19/98

• Legislative rezoning west, east, north, and south (for less multi). Redistribute density zoning. Limit number of units on one piece of property-consideration to amount of space. South Albany has more apartments/manufactured housing than any other neighborhood.
