Community Development > NARP Home North Albany Milestones 1887 Lafayette Street railroad trestle completed for Corvallis & Eastern Railway over the Willamette River. 1890s Construction of the Peacock House. William Peacock purchased the 20-acre farm in 1883 to raise vegetables and propagate rare plants. The house is a rare example of the Italianate Farmhouse style. It stands at the northeast corner of North Albany Road and Hickory Street. 1893 Completion of the old Steel Bridge linking North Albany to downtown. This toll bridge was demolished when Ellsworth Street bridge was completed in 1926. 1934 Laurel Heights, first subdivision in North Albany. 1938 Gibson Hill Water Association formed, first of 14 water districts in North Albany. 1961 First annexation. Includes most of the land south of Hickory Street. 1964 Flood. The Willamette River crested at 33 feet, just one foot below the 100-year flood elevation. 1968 First zoning map adopted by Benton County. 1974 North Albany Comprehensive Plan prepared by Benton County. 1980 Formation of Benton County Service District to consolidate operations for 14 water districts. 1981 Albany adopts an urban growth boundary. It generally follows the Service District boundary. 1991 Voters approve annexation for the rest of the land inside the urban growth boundary. 1992 Most recent update of North Albany zoning. 1996 Flood. The Willamette River crested at 30 feet, or 4 feet below the 100-year flood elevation.
