Assessments are charges made to properties that specifically benefit from a public improvement.
An example would be a street that gets upgraded with things like pavement, sidewalks, curbs, street trees, street lights and the like that weren't there before. That means those property owners pick up at least a portion of the costs.
If you are in a Local Improvement District, you get billed.
