2.32.010 Term of office and compensation.

The Transportation Advisory Commission shall consist of seven members, each having their principal place of residence within the jurisdictional limits of the City of Albany. Each council member shall have one counterpart, with nominations to be ratified by the council. Commission members shall serve for a three-year term with the exception of those terms of office newly established under this section, which shall begin January 1, 2023, and be staggered to provide for the expiration of the terms of office of two of the members each year except for each third year, when the terms of office of three members shall expire. Councilors should seek to recruit members who represent the following areas of knowledge or interest, although they are not required to do so: bicycle and pedestrian safety; public transit; and traffic safety. Commission members shall serve without compensation. Persons appointed to membership on the Transportation Advisory Commission shall serve at the pleasure of the council and may be removed therefrom without cause by a majority vote of the council. 2.32.020 Purpose and duties.

The purpose of this commission is to provide advisory input on the large network of transportation concerns, recognizing the relationships between and interdependencies of various modes of transportation.

General functions and specific responsibilities of the Commission are as follows. The commission may:

(1) Promote safety for users of Albany’s transportation system including pedestrians, bicyclists, and motor vehicle operators, and address concerns from citizens on transportation-related safety issues;

(2) Promote and conduct educational efforts among the public on matters related to transportation;

(3) Evaluate and make recommendations to improve potentially hazardous conditions for users of the city’s transportation network;

(4) Advise City staff and the city council on issues relating to all modes of transportation facilities such as designated bikeways, pedestrian paths, roadways or the public transit system;

(5) Participate in the transportation planning efforts such as a Transportation System Plan update; and

(6) Discuss and make recommendations for improving the number, quality, and condition of Albany’s transportation facilities. (Ord. 6003 § 1, 2022; Ord. 4247 § 1, 1979; Ord. 3836 § 1, 1975; Ord. 2696 § 2, 1956).

2.32.030 Membership – Unrestricted among certain commissions.

In order to provide for proper liaison between the Planning Commission and the Transportation Advisory Commission, nothing in this chapter shall be construed as restricting members of the Planning Commission from serving on the Transportation Advisory Commission. 2.32.040 Records.

The commission shall annually select one of its members as chair. Records and proceedings shall remain in the office of the city clerk as one of the public records of that office. (Ord. 6003 § 1, 2022).
