Erosion Prevention &
Sediment Control
As part of the City’s commitment to environmental stewardship and responsibility, the City of Albany has implemented an Erosion Prevention and Sediment Control (EPSC) program. This program will assist the City in meeting requirements set forth by the Oregon Department of Environmental Quality and the federal Environmental Protection Agency for compliance with standards established by the federal Clean Water Act.
This EPSC program will be authorized and established through these revisions to Title 12 of the Albany municipal Code (click here for the current Title 12 code). The EPSC program has been developed to support the objectives of Title 12, which are to “provide for the health, safety, and general welfare of the citizens of the City of Albany and to protect and enhance the water quality and natural functions of watercourses and water bodies through the regulation of stormwater discharges; to set forth uniform requirements for direct and indirect contributors to the stormwater system; and to enable the City of Albany to comply with applicable state and federal laws.”
PUBLIC HEARING
The Albany City Council held a public hearing on January 27th, 2009. Council received comments from the public about the revisions to Title 12 which authorize the EPSC program; as well as the submitted proposals for permit fees associated with this program. In a vote of four to three, the Albany City Council adopted the amendments to Title 12 which established this program.
PROGRAM DEVELOPMENT
Prior to the January 27th public hearing, City staff appeared before the Albany City Council at four Council sessions (May 11th, August 24th, October 26th, and December 07th) to describe stormwater management and the EPSC program, answer questions from Council, and respond to Council’s concerns.
Additionally, City staff held four public forums in September and October to provide information on the draft program, offer an educational opportunity on erosion prevention and sediment control, and answer questions and receive comments about Albany’s proposed EPSC program. These forums were held in conjunction with the City of Corvallis and its public education program. Staff have summarized the public questions and comments in a report to the Albany City Council at the October 26th Council work session.
